Stephen McGowan

Stephen McGowan is a leading licensing lawyer and has been a partner and head of the Scottish licensing team at commercial law firm TLT LLP since 2012.
He is accredited by the Law Society of Scotland as a Specialist in licensing law and is the author of the leading textbook “McGowan on Alcohol Licensing Law in Scotland” which was published by Edinburgh University Press in 2021. Stephen represents hundreds of Scottish leisure and tourism businesses and has appeared in front of virtually every licensing board up and down the country.
Over the years he has been appointed to a number of trade and legal positions including the former Chair of BII Scotland, the former President of The Ben, a current director of the UK board of the Institute of Licensing, and has chaired or sat on a number of Scottish Government licensing law reform and policy groups over many years. Stephen lives in Glasgow, with his wife, daughter, and dog Columbo, the Border Terrier, who enjoy holidaying together across Scotland.
